A dam can store water during the rainy season and release it in the dry season,
but the effects on the ecosystem of a river have made many Western countries
halt the construction of dams. Taiwan's landscape is very rugged. In addition,
commercial logging upstream erodes topsoil which flows down and silts up
reservoirs behind dams.
